Opinions of Beijing Municipal People’s Government on Accelerating the Development of Science and Technology Service Industry in the Capital

The people’s governments of the districts and counties, the commissions, offices and bureaus of the municipal government, and the municipal institutions:

  In order to fully implement the spirit of "Several Opinions of the State Council on Accelerating the Development of Science and Technology Service Industry" (Guo Fa [2014] No.49), make great efforts to promote mass entrepreneurship and innovation, accelerate the construction of a "sophisticated" economic structure, and strive to enhance the supporting capacity of science and technology service industry to the scientific and technological innovation and industrial development of the capital, we hereby put forward the following implementation opinions.

  I. General requirements

  (A) the guiding ideology

  Thoroughly implement the spirit of the 18th National Congress of the Communist Party of China and the Third and Fourth Plenary Sessions of the 18th Central Committee, thoroughly study and implement the series of important speeches of the Supreme Leader General Secretary and the spirit of important instructions on Beijing’s work, actively adapt to the new normal of economic development, adhere to and strengthen the strategic positioning of the capital city, give full play to the decisive role of the market in resource allocation, focus on strengthening technological innovation, stimulate entrepreneurial vitality, focus on strengthening advantageous areas, focus on cultivating new formats, and focus on expanding market space. Actively promote the development of science and technology service industry in the direction of specialization, networking, scale and internationalization, and strive to provide strong support for implementing the innovation-driven development strategy, promoting the sustained and healthy economic and social development of the capital, and building a world-class harmonious and livable capital.

  (2) Development goals

  By 2020, the potential of science and technology service resources in the capital will be fully released, the degree of marketization will be further improved, a science and technology service system with outstanding characteristics, strong support and innovation will be basically formed, and the ability to support the transformation and application of scientific and technological achievements will be significantly enhanced; A number of key enterprises, service organizations and well-known brands with international influence will be added to form a number of technology service clusters with clear positioning, reasonable layout and coordinated development; The city’s science and technology service industry revenue reached 1.5 trillion yuan, and the transaction amount of technology contracts reached 500 billion yuan.

  Second, the main task

  (A) the implementation of technical support projects

  1. Expand the advantages of research and development services. Encourage enterprises to build their own research and development institutions such as key laboratories, engineering laboratories, engineering (technical) research centers and enterprise technology centers with universities and research institutes, support enterprises to undertake or participate in the construction of industrial technology research and development platforms, set up research and development headquarters in Beijing, and guide the orderly development of various emerging source technological innovation institutions and market-oriented new research and development organizations. We will deepen the construction of the capital platform for scientific and technological conditions and the Zhongguancun open laboratory, promote the opening of major scientific research infrastructure and large scientific research instruments to the society, and further improve the utilization efficiency of scientific and technological resources. Support R&D service outsourcing enterprises with strong innovation ability and high integrated service level, and develop R&D auxiliary services such as equipment leasing, raw material procurement and small batch production. Encourage the development of new R&D service formats based on the Internet.

  2. Improve the efficiency of technology transfer services. With China International Technology Transfer Center as the carrier, we will speed up the construction of a national technology transfer cluster and build a technology transfer hub that radiates the whole country and links the whole world. Encourage institutions of higher learning and scientific research institutes to set up technology transfer service institutions, carry out transfer and transformation activities of scientific and technological achievements by means of transfer, licensing and pricing shares, and improve the market pricing mechanism. Improve the income distribution mechanism of scientific and technological achievements transformation and deepen the reform of scientific research assets management. Support technology transfer service institutions to innovate service models and actively develop new services based on modern information technologies such as big data, cloud computing and mobile Internet.

  3. Promote the development of intellectual property services. Improve the supporting policies to support the development of intellectual property services, and strengthen the connection between intellectual property services and industrial, scientific and technological, financial and other policies. We will improve service platforms such as public information, thematic databases, protection and commercialization of intellectual property rights, strengthen the dissemination and utilization of intellectual property information, strengthen intellectual property protection and investment and financing services, and cultivate new forms of intellectual property services. Implement the cultivation plan of intellectual property service brand institutions, guide service institutions to connect with various innovative subjects, and support service institutions to improve the service level of intellectual property analysis and evaluation, operation and implementation, transaction evaluation, rights protection, investment and financing. Actively promote the construction of Zhongguancun National Intellectual Property Service Industry Cluster Development Experimental Zone.

  (B) the implementation of entrepreneurial support projects

  4. Improve the business incubation service system. Encourage key enterprises, universities, research institutes, entrepreneurs and angel investors to invest in the construction of various types of incubation institutions, improve the incubation service network, and focus on the development of entrepreneurial incubation mode with incubation investment as the core and new incubation methods based on the Internet. Give play to the role of Zhongguancun Venture Street, support social institutions to build creative space, hold influential innovation and entrepreneurship competitions and entrepreneurship training camps, and create a strong atmosphere for innovation and entrepreneurship. Focusing on the different needs of enterprises in seed stage, initial stage and growth stage, we will build an incubation service chain of "entrepreneurial nursery-incubator-accelerator-industrial park".

  5. Deepen service innovation in technology and finance. Support the establishment of angel investment, venture capital and scientific and technological achievements transformation guidance funds to attract internationally renowned venture capital institutions to develop in Beijing. Encourage and guide financial institutions to carry out innovations in financial products and service modes that meet the characteristics of scientific and technological enterprises, and deepen various scientific and technological credit innovation pilots such as credit loans, equity pledge loans, intellectual property pledge loans, credit insurance and trade financing, and industrial chain financing. Support the orderly development of Internet finance formats such as Internet payment, online credit, crowdfunding and credit evaluation.

  (C) the implementation of advantages leading project

  6. Promote the development of design service industry. Support design enterprises to participate in international exhibitions, accept international orders and participate in the formulation of international standards, and further enhance the international influence of brand activities such as "China Design Red Star Award". Promote the construction of the design capital, implement the capital design promotion plan, and promote the deep integration of design services with strategic emerging industries, urban planning and construction management and other fields. Encourage enterprises to establish design innovation centers and constantly improve the level of design innovation. Support the national design service platform and the construction of China design trading market, improve the design industry chain, and provide personalized and diversified design services for the public.  

  7. Expand the scale of engineering technology service industry. Promote leading enterprises in engineering and technical services to open up data, platforms and other resources, and jointly carry out demonstration projects with small and medium-sized enterprises to promote the coordinated development of upstream and downstream enterprises in the industry. Cultivate a number of key enterprises and support them to become bigger and stronger through mergers, restructuring and listing. Promote key technology research, research and development of complete sets of equipment and formulation of standards and specifications in engineering technology service industry, and encourage enterprises to provide integrated system solution services. Improve the international competitiveness of engineering project consulting, management and investment consulting service institutions, and support engineering contracting enterprises to explore domestic and foreign markets.

  8. Support the market-oriented development of inspection, testing and certification services. Promote cross-level and cross-departmental industry integration, mergers and acquisitions, and support independent corporate operation and enterprise restructuring of third-party inspection, testing and certification institutions. Integrate resources through market-oriented mechanism and information means, cultivate a number of leading enterprises in inspection, testing and certification, and form the service capacity of the whole chain. Support the construction of a public service platform for inspection, testing and certification, and promote the implementation of the third-party inspection and certification results acceptance system. Strengthen the research and application of technical standards, and develop service formats such as standard research and development and information consultation. Encourage inspection and certification institutions to carry out international mutual recognition of certification results and technical capabilities in accordance with international rules, and improve the level of internationalization.

  (four) the implementation of the project to cultivate the format.

  9. Promote the integration and development of science, technology and culture. Accelerate the construction of a national demonstration base for cultural and scientific integration, and focus on the creative creation, design and production, exhibition and communication, and consumption experience of cultural products and services, and carry out key technology research and popularization and application of scientific and technological achievements. Improve the level of scientific and technological services in key cultural fields and cultivate a number of cultural and technological enterprises with distinctive characteristics and strong innovation ability. Strengthen the network and digital construction of cultural public service platform, and enhance the service ability for cultural undertakings.   

  10 to promote the development of professional and technical services. Develop professional technical service institutions for the health care industry, build a health database, and strengthen the mining and utilization of data to provide technical support for medical services and health management. Promote the integrated development of sports industry and information technology, and strengthen professional and technical services for national fitness, competitive performance and event management. Develop comprehensive services for digital education applications, build various forms of educational cloud service platforms, and expand the scale of online education. Support professional technical service institutions to optimize e-commerce service chain and improve the overall efficiency of modern circulation industry. In the fields of financial data custody, online legal services, human resources services, etc., we will cultivate a number of professional technical service institutions with strong professional capabilities.

  11. Promote the development of scientific and technological consultation and popular science services. Guide scientific and technological consulting enterprises to use modern information and network technology to develop new consulting services such as professional consulting, precision marketing and knowledge management of business data. Cultivate third-party service organizations that integrate general contracting and specialized subcontracting of scientific research projects. Promote scientific research institutes to build a number of high-level scientific and technological innovation think tanks, carry out consulting advice, scientific evaluation and other services, and guide scientific and technological consulting institutions to set up social think tanks. Further open up science and technology museums, museums, libraries and other resources, and build popular science education, popular science training, popular science media and popular science research and development bases to provide scientific and technological information services to the public.

  (5) Implement the market expansion project.

  12. Expand the regional cooperation market. Around the key cooperation areas of Beijing-Tianjin-Hebei coordinated development, we will establish a number of regional collaborative innovation science and technology service stations, improve the market-oriented operation mechanism, and promote the effective docking of scientific and technological resources in the capital with regional cooperation needs. Encourage the establishment of cross-regional R&D institutions, pilot and achievement transformation bases, industrial technology innovation alliances, and support scientific and technological service enterprises to achieve cross-regional exchanges and cooperation. Make full use of modern information and network technology, establish a number of e-commerce platforms for scientific and technological services, and promote the innovation of business models for technology transfer and transformation between regions.

  13. Improve the level of international cooperation. We will build an international scientific and technological cooperation base and an Asia-Europe scientific and technological innovation cooperation center, and support scientific and technological service enterprises to explore the international market through overseas mergers and acquisitions, joint operations, and the establishment of branches. Support enterprises to expand overseas business through exhibition platforms such as China (Beijing) International Service Trade Fair and China (Beijing) International Technology Transfer Conference. We will improve the service systems such as electronic payment, fund settlement, customs declaration and customs clearance, optimize the approval process for prototypes, samples and reagents needed to undertake international science and technology service outsourcing business, and promote the development of science and technology trade.

  Third, safeguard measures

  (A) to strengthen policy guidance

  Implement the preferential tax policies of the state to support the development of science and technology service industry. We will carry out pilot projects for the innovation and development of science and technology service industry, and support and guide social organizations such as industrial technology innovation alliance to jointly carry out public technology research and development and service platform construction for science and technology services. Explore the pilot project of collective management construction land entering the market, and give priority to the construction of scientific and technological service institutions such as R&D centers and incubators. Implement the capital science and technology innovation voucher system, and support universities and scientific research institutions to provide research and development services for small and micro enterprises and entrepreneurial teams in the form of "post-subsidy".

  (B) to create a market environment

  Build a unified, open and competitive market system, and create a market environment of equal participation and fair competition for all kinds of scientific and technological service subjects. Explore the establishment of a "first purchase and first use" risk compensation mechanism for new technologies and new products (services). Innovate the mechanism and mode of providing public scientific and technological services, and give priority to supporting the exploration and development of government procurement of scientific and technological services in the fields of air pollution prevention and control, garbage and sewage treatment, intelligent traffic management, urban safe operation and emergency rescue, housing industrialization, new rural construction, culture benefiting the people, healthy old-age care, and household consumption.

  (3) Increase financial support

  Integrate existing policies and make overall use of financial funds to support the development of science and technology service industry. Give play to the guiding and amplifying role of special funds for science and technology service industry, enhance the service capacity of key links, optimize the science and technology service chain, and promote industrial transformation and upgrading. Make good use of Zhongguancun modern service industry pilot support funds, increase support for science and technology service projects, and promote the construction of platform-based key demonstration projects. Take loan risk compensation and "post-subsidy" to guide financial institutions and venture capital institutions to support the development of new formats of scientific and technological services.

  (D) Build a service platform

  Explore the establishment of a nationwide procurement platform for new technologies and new products (services), and strengthen the display, release and promotion of new technologies and new products (services). Establish the capital science and technology big data platform, gradually open the science and technology data resources to the society, and improve the public service ability of science and technology resources. Give play to the role of the Capital Innovation Alliance and promote the optimal allocation of resources and cross-border integration of industries. Support the construction of marketing service platform and provide marketing services for small and medium-sized enterprises. Give play to the role of social organizations such as science and technology associations and build a platform for exchanges and cooperation between industry leaders.

  (E) Pay attention to talent building

  Make full use of the national and municipal talent plans, introduce and train a group of high-end talents who understand technology, market and management. Relying on educational and training institutions, academic consulting institutions, associations, societies and other social organizations, we will carry out professional and technical training for scientific and technological service personnel and improve the professional quality of employees. Promote the construction of an international talent training base for scientific and technological services, and increase efforts to jointly train talents with internationally renowned institutions.

  (6) Promoting the development of clusters

  Strengthen cooperation with the Ministry of Science and Technology and other relevant state departments, gather superior resources, promote policy pilots, and promote the construction of national science and technology service industry clusters. Strengthen unified planning, design and management, promote the development of regional science and technology service industry clusters such as Zhongguancun Software City, Innovation and Entrepreneurship Incubation Street, Intellectual Property and Standardization Street and technology and finance Street, and form a demonstration zone for the development of science and technology service industry in the capital. Actively meet the needs of industrial transformation, build a number of comprehensive bases for science and technology service industries in the "six highs and four new" high-end industrial functional zones, and optimize the spatial layout of science and technology service industries.

  (7) Pay close attention to the implementation of the work.

  Establish a work coordination mechanism led by the leaders in charge of the city, with the participation of relevant departments of the municipal government, and strengthen the overall guidance on the research on major issues, the formulation of important policies and the promotion of key projects in the development of the city’s science and technology service industry. District and county governments should improve their working mechanisms, refine policies and measures, and scientifically organize and promote them. The Municipal Science and Technology Commission shall, jointly with the Municipal Bureau of Statistics and other departments, improve the statistical monitoring index system of science and technology service industry, strengthen the statistics and monitoring of science and technology service industry, and focus on the follow-up analysis, supervision and inspection of the implementation of this implementation opinion to ensure that all work is implemented.
