In order to thoroughly implement the Supreme Leader’s Socialism with Chinese characteristics Thought in the new era, implement the general requirements of the theme education of "Do not forget your initiative mind, Keep in mind the mission", "keep the initial heart, shoulder the mission, find the gap, and grasp the implementation", facilitate the majority of disabled people, and reduce the burden of grassroots work, combined with the relevant provisions of the "Measures for the Implementation of Living Allowance for Difficult Disabled Persons and Nursing Allowance for Severe Disabled Persons in Beijing" (hereinafter referred to as the "Implementation Measures"), we will further improve and standardize the living allowance and nursing allowance for difficult disabled persons.
First, increase online applications to achieve the city’s general office.
Conditional applicants can log on to the Beijing Municipal Affairs Service Network, the online service column of Beijing Civil Affairs Bureau or the official WeChat handheld service column through mobile phones, computers and other devices to submit their applications online. The application information is automatically assigned by the platform to the business window of the street (township) where the applicant’s household registration is located.
Applicants who do not have the conditions can apply by entering their identity information in the business window of any street (township) nearby or within the administrative area of this Municipality. If the applicant applies at a place other than his domicile, it will be automatically assigned to the business window of the street (township) where the applicant is domiciled by the platform.
Second, streamline the application materials and realize paperless office.
Disabled people only need to provide the Household Registration Book or ID card when applying in the street (township) business window. The following two categories of people who enjoy the living allowance for disabled people with difficulties need to submit the Personal Information Verification Authorization Letter (hereinafter referred to as the "Authorization Letter") separately.
1. Persons with disabilities who belong to non-low-income families and do not enjoy the minimum living allowance, are over 16 years old and under 60 years old for men (under 55 years old for women), unemployed and have no stable income.
2. Persons with disabilities who belong to non-low-income families and do not enjoy the minimum living allowance, with men over 60 years old and women over 55 years old, and their personal stable income is lower than the Beijing minimum living allowance standard.
The application materials for two subsidies for the disabled do not keep copies, but only take photos and keep files. No paper materials are left in the whole process to realize paperless office, and the materials handled are subject to online electronic files.
Three, decentralization of examination and approval authority, compression processing time limit.
Streets (towns and villages) have the final right to approve and confirm two applications for subsidies for the disabled. After the street (township) business window receives and inputs the application information, the functional departments shall examine and approve the types and amounts of subsidies within 3 working days and notify the relevant departments to issue the application materials that do not need information verification.
For the application materials that need information verification, the street (township) business window will immediately submit them to the District Civil Affairs Bureau for information verification, and the functional departments will complete the examination and approval within 10 working days to confirm the types and amounts of subsidies and notify the relevant departments to issue them.
Four, adjust the publicity and review procedures, optimize the approval process.
Cancel the community (village) publicity link stipulated in the "Implementation Measures", and no longer print and distribute the "Certificate of Receipt" for living allowance for disabled people with difficulties and nursing allowance for severely disabled people in Beijing; Optimize the review procedures stipulated in the Implementation Measures, and adjust the review twice a year stipulated in the Implementation Measures to a combination of the disabled’s active application for review and the automatic early warning review of the business platform.
(a) take the initiative to apply for review
Persons with disabilities who enjoy subsidies for living in difficulties are under any of the following circumstances. Persons with disabilities should apply for review online through mobile phones, computers and other equipment within 10 working days of the change of subsidy conditions, or directly apply for review at any street (township) business window in the city.
1. Personal stable income changes.
2. The student’s identity has changed (from student to non-student).
(II) Platform automatic early warning
In any of the following circumstances, it shall be handled by the street (township) business window according to the automatic early warning information of the platform, and adjusted directly after being confirmed by the street (township) functional department according to the policy, without the need for the applicant to provide materials.
1. The basic information such as disability category and disability level of disabled people has changed.
2. The minimum living standard and pension base are adjusted according to the policy.
3. The disabled person dies or is being sentenced to imprisonment due to illegal crimes.
If the subsidy fund is increased, decreased or stopped due to the change of the applicant’s personal situation, the functional department of the street (township) will send the change information to the applicant through relevant channels to ensure the applicant’s right to know.
Five, adjust the subsidy funds payment time and household registration transfer procedures.
Disabled persons who have passed the subsidy qualification examination and approval shall apply for subsidies in the current month, and before the end of each month, the relevant departments shall transfer them to the "service card for the disabled" through financial institutions.
Persons with disabilities who enjoy the two subsidies for the disabled can apply for changes in their household registration within the administrative area of this Municipality by logging in to the Beijing Municipal Affairs Service Network, the online service column of the Beijing Civil Affairs Bureau or the official WeChat pocket service column through mobile phones, computers and other equipment, or they can apply to any street (township) business window in the city with the Household Registration Book or ID card.
The street (township) business window will input the application information into the business platform, and the functional department of the street (township) where the original household registration is located will make a transfer opinion within 1 working day after receiving the information submitted by the street (township) business window, and the functional department of the street (township) where the new household registration is located will complete the transfer formalities within 2 working days after receiving the information submitted by the functional department of the street (township) where the original household registration is located.
The transfer-out place will stop issuing two subsidy funds for the disabled from the month following the transfer formalities, and the transfer-in place will be issued from the month after the transfer-out place stops (the platform will automatically push the transfer information to the mobile phone reserved by the applicant).
Sixth, strengthen supervision and management
In order to ensure that the policy is put in place, the District Civil Affairs Bureau shall, in conjunction with the District Disabled Persons’ Federation, strengthen the operational guidance, supervision and management of the application and distribution of two subsidies for the disabled, and organize regular spot checks. The civil affairs departments of all districts should urge the streets (townships) to handle business through the platform. Streets (townships) should ensure the authenticity and accuracy of the two subsidy data, and adjust them in time according to the platform early warning and the application for review of disabled people, and recover the multiple funds in time.
This notice shall come into force as of January 1, 2020. If the relevant documents issued before are inconsistent with this notice, this notice shall prevail. Matters not specified in this notice shall be implemented in accordance with the Implementation Opinions of Beijing Municipal People’s Government on Establishing Living Allowance and Nursing Allowance System for Difficult Disabled Persons in an All-round Way (Jing Zheng Fa [2016] No.46) and the Implementation Measures of Living Allowance and Nursing Allowance System for Difficult Disabled Persons in Beijing (Jing Min Fu Fa [2016] No.434) and other relevant documents.
This notice shall be interpreted by the Civil Affairs Bureau and the Municipal Disabled Persons’ Federation.
